While the WJUSD Board of Directors continues to drag their feet on dealing realistically with the Blue Shield District Headquarters, they are now discussing the $17,000 survey of 400 people in Woodland to see what they would support in the upcoming election.
After a long presentation regarding the condition of local schools, it was suggested that maybe they should add questions related to a "BOND ISSUE", along with the parcel tax questions. It seems they decided not to do that because it might "Confuse" those taking the survey, along with the voters. We respectfully submit that we are already confused about what they are doing now, and how they propose to solve the problems that already exist.
Our opinion is that the survey is a waste of money, even though they point out it will come out of "Stimulus Monies". In either event the taxpayers pay for it.
We can hardly wait to see what they come up with next.

MEASURE V SALES TAX IMPACT ON 2011 BUDGET
In tonight's session, the City Council will decide what to do with the Budget Shortfall. They will be presented with four options to reduce the deficit.
According to their statement "When considering the options, it is important for the City Council to remember that expenditure reductions associated with the Library, Parks & Recreation, Police and Fire as presented on March 30 totaled approximately $4.9 million. It is obvious that the sales tax measure by itself will not make up the difference." (Leaving a difference of 3.4 Million short that has to come from somewhere)
It is interesting to note that the Library will be the only fund fully funded in each option, keeping it at current levels, while parks and recreations and Police and Fire will not. We need to take a closer look at what was "Promised" by the advisory measures.
This 60 page "Agenda Item" raises some interesting questions that The By Hell Chronicles will scrutinize after the meeting is held tonight.

TO THE WOODLAND CITY COUNCIL-THE BALL IS NOW IN YOUR COURT!
With a NON-mandate from the voters of Woodland, by a mere 401 1/2 votes, the City Council now has to decide what to do to cover the remaining 3 million dollars they "need" to keep the City running. This could prove to be very interesting.
By their own design, they have committed 100% of the revenue raised from the increased tax to the Library, Parks and Recreation,the Civic/Senior Center and Police and Fire. At least that is how they crafted the ballot measures to secure the yes votes needed for passage.
I can hardly wait for the reasons why they will need to defer their commitment, which is a common budgetary trick to spend funds in a "unique" way.
We, as taxpayers, whether we voted yes or no on measure V, should hold their feet to the fire. We just don't want an annual report of expenses and revenues, we need it at least quarterly.
